dc.description.abstract本研究目的在瞭解中央政府機關運用派遣人力的現況,探討中央政府機關採行人力派遣的因素及運作機制,並根據研究成果,提陳建議供相關行政機關參考。透過個案深入訪談的方式,對3個案中央政府機關進行資料蒐集,訪談對象包括3個案機關之派遣人力採購者及管理或督導者共6人,並根據研究發現獲致以下結論: 一、中央政府機關運用派遣人力之(一)工作層次較低、(二)人力更新不實、(三)人力流動遲滯與(四)運作有待突破,如:派遣人員的福利保障、派遣業者低價搶標。 一、中央政府機關採行派遣人力的因素為(一)人力不足、(二)業務量增加、(三)正式員額編制太少與(四)工友遇缺不補等。運作有待突破,如:派遣人員的福利保障、派遣業者低價搶標。 三、中央政府機關派遣人力之運作機制問題,包括(一)派遣業者削價競標、(二)績效考評未能落實、(三)教育訓練流於形式、(四)勞工權益保障限縮及(五)督導權責歸屬不明等面向。zh_TW
dc.description.abstractThe purpose of this study was to explore current status of the utilizing the dispatch manpower in the Central Government agency and the factors and operation system that Central Governmental agency used. And then make suggestions that according to the results of this study. This study uses the depth interview method. Six people who were staff or manager or director in three governmental agency of the purchase service department. The findings of this study are as follows: 1. The practical ways of utilizing the dispatch manpower in the Central Governmental agency: (1) the job category belongs general affairs work primarily, (2) low turnover rate, (3) The manpower flowing is sluggish ,(4)the difficulties include: the service protection of the person is dispatched and the factories in charge decides a “lump sum contract” with the lowest fixed price as its procurement contract. 2. The factors that Governmental agency utilizing the dispatch manpower: (1) the lack of human resource, (2) the workload increased, (3) the few prescribed number of complement, (4)the maintenance worker leaving unfilled the positions. 3. The operation system that Governmental agency utilizing the dispatch manpower: (1) cuts prices to compete , (2) examines and critiques has not been able to carry out, (3) trains becomes a mere formality, (4) the rights and interests safeguard limits shrinks, And (5) superintends of opperation .en_US
