民眾對於新竹市民卡滿意度之研究

Abstract

新竹市政府為推動「智慧城市」的建設，發行『新竹市民卡』，這是臺灣地方政府首次結合晶片悠遊卡所發行之數位身分證，凡設籍新竹市之市民均可獲贈一張晶片悠遊記名「市民卡」，透過推廣「市民卡」的使用，為民眾打造一個智慧、便捷的幸福科技城市，建立起智慧生活的優質環境。本研究旨在瞭解民眾使用市民卡的現況與特性，探討民眾使用市民卡的滿意度，分析不同民眾人口統計變項在市民卡滿意度的差異性。透過儲值的RFID智慧卡作為辨識民眾身分及簡易小額金融支付之工具，來規劃多樣化的智慧生活服務項目提供給民眾，提升城市管理的效率及生活之便利。本研究先以文獻分析及立意抽樣方式問卷調查，再結合國內外相關個案和制度探討並進行分析。民眾對於市民卡的認知及滿意度之程度，評估在推廣之政策上所能發揮之功用。提出本政策建議之具體作法方案，在未來持續推動各項智慧便捷的貼心民眾服務，公部門與在地商業結合的創新模式，提升城市管理的效率及生活之便利，實現新竹市政府推動 「智慧樂活」城市之願景。Hsinchu City Government published the “Hsinchu Citizen Card” in order to get the “Smart City” moving, which is the first time Taiwan local government published digital identification card combined with Easy Card. The Citizen Card would be given as presents to all citizens with household registered in Hsinchu. ,Through popularizing the usage of Citizen Card, to create the technopolis with intelligent environment, convenience, and high technology. The target of this research is to realize current status and hobby while the public using Citizen Card, find out their satisfaction on it, and analysis the difference of statistical data of population. By means of RFID pre-paid card as the identification of citizen and petty payment tool, to provide various smart life services to citizen, upgrade the efficiency of city management and the convenience of life. This research is accomplished by bibliography analysis and purposive sampling questionnaire survey, combined with global related cases and institution, to evaluate the recognition and satisfaction from the public on Citizen Card, and estimate the function on this popularized policy. To raise the suggested specific scheme for this policy in order to keep implementation on all smart and convenient service to the citizen upon creative model to connect government organization and local commerce, keep enhancing the efficiency of city management and convenience of life, to fulfill the prospect of Hsinchu city government on popularizing the intelligent LOHAS city.
